The Guidelines read as follows: "struggle against corruption that was launched in Ukraine in 1995 fails to meet the actual rate of dissemination of the said extremely negative phenomenon".
Furthermore, Ukraine has not yet joined the United Nations Convention against Corruption, Criminal Law Convention on Corruption and Additional Protocol to the Convention. The Committee members stated that activity of the authorized bodies in charge of implementation of the guidelines of the Group of States against Corruption (GRECO) failed to be efficient.
The Guidelines state that the Committee will continue drafting the Bills aimed at enhancement of legislation as regards liability for committed corruption violations.
The Guidelines recommend that the Council of National Security and Defence includes the issues concerning struggle against corruption into the main tasks of the Inter-Departmental Scientific Research Center on the Problems of fighting Organized Crime.
